The Institution of Engineers and Scientists (The IOES)

1. Overview

The Fellow Membership of The Institution of Engineers and Scientists (The IOES) operates under the bylaws established through Resolution No. 07 dated 15 September 2024 and its subsequent amendments dated 02 February 2025 and 15 May 2025.

The Fellow title is the highest professional recognition awarded by The IOES to distinguished leaders in engineering, science, research, technology, and innovation. These bylaws define the governance, eligibility, evaluation, finance, ethics, and operational structure of the program.

2. Governance Framework

2.1 Establishing Governance

3. Eligibility Criteria

3.1 Professional Excellence

  • Significant leadership in engineering, science, or technology-driven initiatives.
  • Contributions resulting in measurable societal or industrial impact.

3.2 Academic & Research Distinction

  • Publications, patents, books, or funded projects.
  • Influence in teaching, mentoring, or academic leadership.

3.3 Global or National Impact

  • Service to international scientific bodies or professional councils.
  • Participation in collaborative research or global committees.

3.4 Peer Recognition

  • Awards, honours, or recognitions from reputable institutions.
  • Notable contributions acknowledged by peers.

4. Selection Panel

The IOES Fellow Selection Panel includes:

  • Chairperson – Senior Fellow or IOES Executive.
  • Academic Experts – Renowned scholars.
  • Industry Leaders – Senior professionals from applied technology sectors.
  • Peer Review Subcommittee – Distinguished Fellows for technical evaluation.

5. Steering Committee

As per Resolution No. 07 (15 September 2024), the initial committee is:

  • Prof. Harish Sharma (India) - Chair
  • Prof. Touhid Bhuiyan (USA) - Member
  • Dr. Nandakishor Yadav (Germany) - Member
  • Prof. Prashant Jambwal (Kazakhstan) - Member

The Governing Council may revise this list through amendments.

6. Nomination & Selection Process

6.1 Nomination

  • Self-nomination or nomination by a senior academic or professional.
  • Reference letter mandatory.

6.2 Screening

All applications undergo preliminary completeness and eligibility checks.

6.3 Evaluation

  • Leadership, innovation, and academic/industrial impact.
  • Ethical conduct and professional excellence.

6.4 Final Approval

The IOES Governing Council holds full authority for final approval.

7. Financial Structure

  • Application Fee: Non-refundable and payable at submission.
  • Fellow Membership Fee: Payable upon approval.
  • Fees may be revised periodically by The IOES Governing Council.

8. Voting & Decision-Making

  • Each member has one vote.
  • The Chairperson has two votes.
  • In case of tie, the Chairperson's casting vote applies.
  • Quorum: Minimum 60% of committee members present.

9. Ethical Compliance

  • Upholding integrity and professional ethics is mandatory.
  • Misuse of the title may result in suspension or removal.
  • All Fellows must adhere to IOES policies and bylaws.

10. Implementation

These bylaws are effective from 15 September 2024 and remain in force until modified through a formal amendment by The IOES Governing Council.
